CADRE is a multi-ethnic parent led organization in South Los Angeles founded in 2002. CADRE utilizes a human rights framework for their work on education, driven by their understanding that insufficient resources, low expectations, alienation of parents and “zero tolerance” disciplinary practices combine to drive students out of school. Their organizing resulted in the District’s adoption of a revised discipline policy emphasizing supports for positive behavior and early intervention rather than suspensions and expulsions and provides specific roles for parent involvement. They are using the new discipline policy as a springboard for changing conditions and institutional culture to re-emphasize quality teaching and learning at schools in Local District 7. Hazen’s one-year core grants of $35,000 in 2008 and 2009 will supports CADRE’s work to ensure that the new policy is enacted and to address undemocratic school environments in which parents as primary stakeholders are restricted from effectively holding schools accountable.

Public Education Grants


Founded in 1990 in direct response to the crack epidemic, the Community Coalition for Substance Abuse Prevention is a leading center for grassroots organizing in South Los Angeles. In 1991, Community Coalition established its youth project, South Central Youth Empowered thru Action (SCYEA). SCYEA led a coalition that achieved victory mandating the “A-G” curriculum (a college-prep curriculum) as the default for all Los Angeles high school students in the Los Angeles Unified School District. In 2007, SCYEA and Community Coalition waged another successful campaign which prioritized South LA high schools for support through the Quality Education Investment Act (QEIA), earning over $350 million for all South LA high schools, middle schools and fourteen elementary schools. Community Coalition continues making strides with its’ Construction Technology Academy campaign, advocating for a high school offering career, trade and vocational education that meets the A-G curriculum requirements, preparing students for highly sought after union apprenticeships and post secondary education. Hazen’s one-year core grants of $35,000 in 2008 and 2009 will fund the Coalition and SCYEA’s work on equity in education.

Established in 1993, Concerned Citizens For A Better Tunica County, Inc. (Concerned Citizens) is a broad based grassroots leadership development, education, and training organization developing new leaders and organizers in Tunica and neighboring counties. In 1999, Concerned Citizens established a youth component, Tunica Teens in Action (TTIA). Concerned Citizens successfully built a partnership with the school district to design a comprehensive five-year education plan for Tunica County Public Schools which aims to obtain qualified teachers, college readiness curriculum, diplomas for special education students and decision-making power for parents and students in the schools. Concerned Citizens is now assisting in the evaluation and revision of the education plan and supported the appointments of 2 new deputy superintendents to help implement the plan. Concerned Citizens was awarded one-year core grants of $35,000 in 2008 and 2009 to continue their work to ensure full implementation of the 5 year plan for the Tunica County School District and to improve state level funding and policy by organizing parents in 3 neighboring counties.
