Public Education Grants
Founded fifteen years ago, Southern Echo is a community-based organization in Mississippi that works to engage a grassroots constituency of African American citizens in the democratic process. Working in a state with one of the poorest records in education in the country – both in terms of resources going into the schools and outcomes for students – Echo has built a network of locally-based, constituency-led organizations. However, while parents and students tend to attribute the poor quality, inequitable education to factors such as discrimination, mal-distribution of qualified teachers, lack of resources, etc., there continues to be a tendency for the system to blame families and communities for poor student performance citing factors such as exposure to literacy, teen pregnancy rates, and so on. The Foundation’s grant of $10,000 will be used to engage community organizations in preparation and follow up for the “Dismantling the Achievement Gap” conference hosted by Southern Echo in partnership with Mississippi Department of Education and Mississippi Valley State University.

Public Education Grants
Mississippi public schools rank between 45th and 50th in the nation on most educational indicators of effectiveness. The state ranks 48th in education funding. In 1997, the state legislature adopted the Mississippi Adequate Education Program (MAEP) to establish a formula to provide equity and adequacy in funding for public schools. Unfortunately, the state legislature has fully funded the formula only once since its establishment. Southern Echo, a leadership education, training and development organization founded in 1989, works to build the political skills, leadership and organizational capacity of grassroots organizations in Mississippi undertakes policy analysis and formation driven by the perspective and interests of grassroots communities. Working with 35 organizations (The Catalyst Roundtable), Echo will use Hazen’s two year grant of $80,000 ($40,000 per year) for work to secure full funding of MAEP and conduct the 4th annual Dismantling the Achievement Gap Conference in partnership with the Mississippi Department of Education.
